Migrate Tools documentation onto wiki

 Description

The remainder of the existing Tools documentation should be migrated across to the wiki platform as rdfWebDeploy's documentation already has

 

We should also document newer tools like rdfServer and rdfServerGUI which don't yet have any documentation

All I have left to do is write up rdfServerGui then I am done on this

The majority of this is done, I need to flesh out the parent Tools page a little more and add a rdfServerGui page.  Once this is done I will go ahead and redirect the existing links on the website to the wiki
