Support customisable Query and Algebra optimisation in SPARQL GUI

 Description

The SparqlGUI supports very limited control over optimisation currently.  It would be nice if optimisation could be customised in more detail if desired e.g. use algebra optimisers, auto-generate statistics for use with WeightedOptimiser etc

Closed as Won't Fix, this is low level functionality which users can get by writing their own code rather than using our GUI tool
