Provide a migration tool for migrating existing stores

 Description

There needs to be a migration tool providing so users of the existing SQL store can move to the new store format

Implemented the migration mode

The tool should be more general to allow setup, migration and deletion of stores.

 

Needs the GetSchemaName() procedure to exist for some of this
